Texas taxpayers are now paying to improve the public education systems in other states because Rick Perry refused to allow Texas to compete for a federal education grant program.

This week, Georgia and North Carolina received $400 million each in federal "Race to the Top" grants, which can be used for projects chosen by each state to promote excellence and innovation in public schools. A total of $4 billion has gone to many states, but not Texas.

We asked Rick Perry to consult with educators, superintendents and school boards before making his decision whether to apply for this federal grant. He didn't, and now it's too late. So much for respect for local government!

As governor, I would involve educators, parents and local school boards in all decisions concerning applications for federal grants.

We can do better here in Texas. We need to cut our dropout rates and promote innovation in public education.

That is why my wife Andrea helped co-found the Houston A+ Challenge, which raised over $120 million to improve public schools. I am proud that my oldest son, Will, is teaching in the North Forest Independent School District in Houston.

We need a governor who understands that educators should teach critical thinking, reading and writing so students excel in higher education. These skills have suffered as a result of Perry's emphasis on teaching to multiple choice tests. Meanwhile, our technical and career education alternatives have narrowed for so many students.
