Comprehensive Immigration Reform is the next big task of the Obama administration. Graham is now saying that reform is in deep water if healthcare passes but let’s call that what it truly is – an idle threat.
The Democratic Congress and the White House have begun to quietly raise the amnesty issue again just as new preliminary (but highly promoted) CBO projections on healthcare hits the news and the final vote day draws near.
Amnesty was not addressed in depth during the healthcare debate and the CBO proposal does not address the costs of any form of mass amnesty. Naturally, the legalizing of 20+ million illegal aliens in this country as related to the entitlement programs offered to citizens is important, but it is not law and therefore, healthcare estimates cannot reflect the “possibility” of any future proposal.
The absolutely scariest proposal this nation has seen in decades is the current issue of amnesty. If you think that an amnesty offering will be in the range of 8-12 million, you’ve bought yet another bridge from the White House and this horrifying Congress. Amnesty will come closer to putting 20-40 million people in this nation legally.
Those who favor “comprehensive immigration reform” (for the rest of this article I will call it what it is, amnesty) claim it will fix a “broken immigration structure and its policies” bring in new tax revenues, protect workers from employers who use the illegal population for exploitation reasons, and they will argue it will increase safety because amnesty will only legalize people without criminal records. They also claim that unlike any before, ever, anywhere, THIS amnesty offering will work. It will stop the flow of people illegally into this nation and properly secure our borders.
Before the American people accept the burden of granting citizenship to 20 million people who are in this country illegally, and then to the families of the new citizens shortly thereafter, they have the right to ask their representatives to properly examine the results of amnesties of the past, both here and abroad. The study of history and past events is a sure way not to repeat the mistakes of the past.
Looking strictly at data as a way to determine the favorability of another amnesty in the United States is being discouraged. Placing the factual analysis aside allows pro-immigration groups the luxury of bringing human factors into the debate. Human factors allow for people to be lead by feelings verses fact and that is a dangerous path for the government to take. The allowance of what is best for the nation and what the nation wants must out weigh what pro-immigration groups demand.
For example – The “New America Foundation” is for amnesty and vocally opposed to the SAVE program that has been introduced as an alternative to blanket amnesty. They push the right human factors button suggesting the SAVE bill will put the clergy at risk for “doing their jobs” “racial profiling” will occur “civil liberties” will be lost. Then, without discourse they say the SAVE bill will: “make life miserable for millions of illegal immigrants until they go home.”
Until the “go home” suggests exactly what anti-amnesty groups are saying... they are here illegally and home is where they should go.
Pro-immigration groups dislike the SAVE bill BECAUSE it does not give people who have come to the country illegally a free pass and anything but a free pass is not acceptable to groups pushing for comprehensive reform in the shape of blanket amnesty.
For example, in 1987 the Reagan administration granted an amnesty. 3 million illegal immigrants were thought to have been in the United States at the time of the amnesty. This amnesty is an actual occurrence by which one can study and relate the findings to the proposal of a second amnesty.
Did the Reagan amnesty do anything to secure America, as promised? Did it increase our tax base and if so, at what cost? Were the final results studied indicative of an increase or a decrease in further illegal immigration? Were the borders strengthened? Was there a crack down on criminal activity in the Border States, and finally, did the financial impact of the amnesty place a positive or a negative burden on the States?
These are far more important than the simplification by the left on how amnesty would benefit the family structure and the children of illegal immigrants. It is easy to take the high morality road – that certainly plays to the utopian ideology that the left wants us to follow, but facts are, amnesty in the past has failed us miserably and current amnesties throughout Europe have failed as well.
The actual numbers that applied for the 1987 Reagan amnesty were less because there was an overwhelming fear within the illegal population that the amnesty was a cover for a round up and massive deportation. Since then, illegal populations have grown through the crossing of unsecured borders and the over staying of visas. The fear that the United States and an amnesty offering being a deportation roundup has all but abated and the government is able to estimate 500,000 people cross the border of the United States each year illegally with that number highly disputed by immigration study specialists. For example, Homeland Security and both the New America Foundation and LaRaza suggest there are 12 million illegal immigrants in the United States.
Several experts in the illegal population however, have suggested 20-38 million is a more realistic number and these numbers are argued in "The Illegal Population Explosion: A Realistic Appraisal of its Actual Size, Implications for the Future, and Consequences for Public Policy Decisions and Citizen Activism," which was released in 2007. This study, already hitting its third anniversary brought together the following published immigration professionals: Diana Hull, Ph.D., behavioral scientist and President of Californians for Population Stabilization (CAPS), James WalshJames Walsh, J.D., former Associate General Counsel of the Immigration and Naturalization Service (INS), Philip Romero, Ph.D., professor of Business Administration at the University of Oregon who previously was Economic Advisor to former California Governor Pete WilsonPete Wilson and Fred Elbel, computer specialist from Colorado who is an expert in methodologies and data analysis who all conclude the government is not giving an appropriate number to the illegal population in the United States.
Additionally, data on the Reagan amnesty is available. In 1997, The Center for Immigration Studies conducted a decade out statistical analysis of the Reagan amnesty: “Measuring the Fallout - The Cost of the IRCA Amnesty After 10 Years.” The study discussed the total costs of programs offered to those Amnestied and their families which accounted for over 102 billion dollars annually. It also looked at taxes paid into the system by the new Americans – 78 billion. This proved the amnesty failed, leading to a fiscal drain on the US economy of 24 billion dollars annually. This deficit resulted in drains through increased education costs, costs associated displaced workers, cost of welfare, etc… and the CIS looked at in depth the results of the Reagan amnesty.
Hence, the end result of the amnesty offered by the Reagan administration has been a failure both in reducing the number of illegals in the United States and in the amount of tax dollars acquired verses entitlements paid out.
There is no evidence to suggest that a blanket amnesty offered at this point will produce any different result. With our economy bursting at the seams from the cost of reforms and entitlement already, it is data which should determine the next step in dealing with the immigration monstrosity in this nation. We are no longer a nation who can support open borders and if the Obama administration is so “unwavering” on comprehensive immigration reform, it should be transparent with what the costs of adding 10, 20, 30 or 40 million people onto their proposed comprehensive healthcare bill as well as show transparency on how the legalization of that many new citizens will impact other entitlement programs such as welfare, social security, Medicare and public education.
There is no easy answer to illegal immigration in the United States but using empathy to pull on the heart strings, or worse – guilt, is not the appropriate way to propose reform. The proper way is to look at past amnesties and not make the same mistakes.
Be it the Schumer/Graham, McCain/Kennedy or an adopted for of the SAVE act, there is only one thing that all Americans should understand: No reform should come before the proper securing of our borders. Without securing the borders, any plan will fail.

Kudos to your article Maryann; very informative and 100% accurate. I always enjoy reading your postings, mainly because they're so articulate and written professionally.
Personally, I'd like to see "Sheriff Joe" style round-ups followed by immediate deportation. It amazes me when pro-amnesty groups such as LaRaza, decry the use of racial profiling. Isn't it a fact that the majority of illegal aliens are from Mexico and other central and south american countries? The one's hanging out in front of The Home Depot looking for work aren't blue-eyed blondes! I don't see any Canadiens in the back of pick-up trucks riding down I-95!
We can slow down illegal immigration substantially by building the fence and putting The National Guard along side the undermanned Border Patrol in each of the border states. It's time for our government to take action. Stop illegal immigration now and say NO to amnesty. If there is no amnesty, then they have to be rounded up and deported. We've done it in the past under Eisenhower, and we can do it again. The IRS wants to hire 17000 new agents to collect fines for not buying health insurance. How about 100,000 new border patrol agents, or ICE workers instead? There's stimulus money well spent! Wasn't it supposed to be about JOBS JOBS JOBS?

Well-researched and well-written, but I fear that the Powerbrokers in Washington and beyond don't really *want* to secure the borders. I think Ron Paul was onto something when he talked about plans for a "North American Union" that are in the works but not being discussed.
As far as what we can do about illegal immigrants, I think President Bush was on the right track with his guest worker program proposals. Sadly, the Far Right wing of the GOP wouldn't hear of it, so the best idea Bush had never saw the light of day.
